TH OWL sees its development plan for Höxter validated by legal clarification

The governing CDU and BÜNDNIS 90/DIE GRÜNEN caucuses have clarified the definition of a "university location" in the Higher Education Strengthening Act through their amendment. According to this definition, higher education locations are places where research and development tasks are carried out, as well as application-oriented degree programs and teaching.

TH OWL views this clarification as validation of the utilization plan for the Höxter Public Interest Campus that it submitted to the Ministry of Culture and Science of North Rhine-Westphalia at the end of last year.

The plan calls for the (TH) OWL University of Applied Sciences and Arts in Höxter to continue conducting research, knowledge transfer, as well as courses and continuing education in the future. This ensures that the characteristics of a university location, as defined by the now legally codified definition, will continue to be met.

TH OWL remains fully committed to its Höxter campus. The Public Welfare Campus is intended to further develop the university campus in a sustainable manner while simultaneously strengthening its long-term significance for research, teaching, innovation, and regional knowledge transfer.
