In an emergency, everyone has a role to play. In an unusual situation, it is important to act quickly while remaining calm.
In urgent emergencies, you can get immediate help by calling the emergency numbers:
- Police – 110
- Fire Department/Emergency Medical Services – 112
- Poison Control: +49 228 19240 (Poison Control Centers)
Significance and Objectives
Not every accident, emergency, or crisis can be prevented. It is impossible to provide absolute protection against every conceivable safety risk. However, by implementing appropriate safety measures and behaving responsibly, we can effectively address dangerous situations.
Crises are severe emergencies (e.g., major fires, rampage situations) that endanger or harm the lives or health of individuals, the environment, or the existence of TH OWL, and that can no longer be managed through normal organizational structures and procedures.

Call 911!

Information over the phone:
► Where – What – How/With what – Who is reporting? – Be prepared to answer follow-up questions!
► Provide details about the perpetrator: Number – Appearance – Weapons (firearms, knives...)
Your own safety first!
- Stay calm
- Do not attempt to make contact with the perpetrator—your life is in danger!
- Under no circumstances attempt to disarm the perpetrator
- Retreat to safe, lockable areas
- Barricade the doors (e.g., with tables or furniture)
- Do not stay behind doors or in front of windows
- Lie down on the floor and remain quiet
- Leave rooms only on the instructions of the police
- Draw attention to yourself, e.g., by posting a sign in the window: “Amok.” XX people in room YY (room number next to the door), cell phone number ZZ
Save others!
► Take other affected people with you and guide them to safe areas (ensure your own safety and only rescue others if it is possible without putting yourself at risk).
Follow instructions!
- Wait for further instructions
- Leave the rooms only on the instructions of the police
- Police cancel the alarm
General Rules of Conduct:
- Listen, don’t interrupt
- Alert your colleagues and put the phone on speaker
- Take notes: Exact wording of the threat, duration of the call, background noise, gender of the perpetrator, language used (dialect/accent)

- Where is the bomb threat? Who made the bomb threat? What does the bomb look like? How many people are injured? Who is reporting this? Wait for follow-up questions

If you become aware of a hazardous material leak:
- Notify the laboratory supervisor. Always make an emergency call!
- For small quantities, call the internal emergency number
- If significant quantities are involved, alert the fire department

- Move to a safe area
- If a small amount is released, minimize spread

Report any issues
Please do not hesitate to report any unusual activity, even if you are unsure whether your observation is relevant. Do not keep your concerns to yourself; please reach out to us. Please report any incidents, including threats made via phone, email, or social media, to our Threat Management Team

If you feel unsafe in buildings or on the TH OWL campus due to local or technical issues, please report your concerns to TH OWL’s Facilities Management.
Causes of such disruptions may include:
- Broken lights
- Missing lighting
- Overgrown bushes
- Paths with poor visibility

What should you do?
Please do not hesitate to report any concerns, even if you are unsure whether your observation is relevant. Do not keep your problems to yourself; please reach out to us. Please report incidents, including threats made via phone, email, or social media, to our Threat Management Team
We will contact you within 24 hours (on weekdays) and will try to provide you with initial assistance right away.
IMPORTANT: If the threat is acute, physical, and/or escalating rapidly, please call 110.

Threat Management Team
Responsibilities
- Receiving reported cases
- Contacting affected individuals
- Case consultation – parts of the team meet
- Gathering and compiling information
- Consultation and assessment, if necessary with the involvement of internal and/or external networks
- Joint decision on how to proceed
- Notifying the affected person
- Notification to internal decision-makers (department heads, legal counsel, human resources department…)

A service offered at the Innovation Campus in Lemgo
If you feel unsafe in the evening, you can call the security service starting at 7:00 PM. If necessary, they will accompany you within the Innovation Campus Lemgo on your way to the parking lot/parking garage or to the bus stop.
